Besides, in both the case of the Gnomes and Trolls having a city, what point would it serve to have one so close to another city? The Trolls would be too close to Org, and the Gnomes too close to Ironforge. Given how hated the Darkspear Trolls are among the other trolls, they wouldn't be able to build a city in many of the other zones that a troll would likely settle. And as we've seen already, having two cities near each other renders one city virtually empty (see Darnassus/Exodar or Undercity/Silvermoon) expecially if the second city isn't located in an ideal location for anything be it a travel hub or resource of some type. I think Silvermoon only gets the traffic it does, which isn't a lot but is more than the Exodar, is because it is the fastest way for Horde players to reach ZA. Ah, yes, but Gnomeregan would be absolutely colossal if it were anything like the instance. That alone would draw people. And Ironforge would still be populated, because its, well, Ironforge. Also, Gnomeregan could have something unique, like a port like Stormwind has. (a tunnel under the mountains maybe?) Because the Horde already has two zeppelin towers, so the Alliance would get two ports. I think there are 2 obvious solutions, the first one being, a Booty Bay build up, or more to the point, build itself into the mountains that surround it. Think of all the underground buildings and tunnels and amazing wonders that could lie deep within the mountains!
